Implementation of the 15th Five-Year Renewable Energy Plan: Set a target for renewable hydrogen production to reach 200 million tons by 2030.

On 2026, 6, 25, the "15th Five-Year Plan for Building a New Energy System" was officially released. For the first time, hydrogen energy was integrated into the core layout of the national new energy system, marking an elevated status for the hydrogen industry within China's national energy strategy.

1. Core Planning Content

The plan explicitly sets a target of 200 thousand tons of renewable hydrogen production by year 2030, providing clear direction for the development of the hydrogen industry.

II. Key Development Paths

1. Integrated Wind-Solar-Hydrogen-Ammonia-Methanol Development: Accelerate integrated projects to enable local consumption of new energy and enhance its value. 2. Off-Grid Hydrogen Production: Promote off-grid or weakly connected wind-solar electrolysis for hydrogen production to address curtailment of wind and solar power. 3. Regional Layout: Establish green hydrogen, ammonia, and methanol bases in high-potential wind and solar regions, including the Yellow River "S" bend area, North China, and Northwest China.

3. Policy Support Measures

The plan proposes refining electricity pricing policies for renewable hydrogen production, exploring a green hydrogen certification system, and promoting large-scale substitution of fossil-based hydrogen with green hydrogen in chemical, metallurgical, and energy storage sectors.

IV. Industry Opportunities

This plan provides long-term policy support for green hydrogen projects paired with wind and solar resources in Northwest China, creating major growth opportunities for companies with electrolytic hydrogen production technology and project development capabilities.
